I just remembered something from a different game that'd be RIGHT UP there in infiltrator area. And EMP generator.
Now hear me out. In a game called "Frontlines: Fuel of War" you had specializations and one level of this was something called the Lightning Rod. Basically it was a deployable generator (it flashed and blinked and was pretty big) but what it did was that it disabled enemy Minimaps and deployables AND it shut down vehicles. You tank would just stop and all the guns moved very slow.

Basically it's an evolution of the EMP grenade. You won't be destroying vehicles but the support provided by effectively shutting down enemy armor and making them easy pickings is a very considerable benefit.
I'd even go as far as to disable any vehicle special ability and disrupt AMS sunderers so you can't spawn on them. They won't undeploy but as a spawn-point it will become unavailable until the EMP generator has been disabled.
