With our positioning, a tank proc'ing druid alliance at the front of the dragon wouldn't hit the melee attacking the back of the dragon.

Heals all allies in a small area around your target for three waves of #1 hit points.

The 'Forest Showers' proc from the Druid Alliance (Bosquetenders Alliance) only has an AE range of 28 feet from the target, which is 2 feet short of the AE range of 'Spiritual Swell' (Shaman Surge). It is at least 22 feet short of the ranges of all other AE healing abilities, though. I suppose if you're sure everyone will be within that range you could use it, but I don't think 667 hit points more per proc over the next best proc (14308 Druid Alliance - 13641 Cleric Alliance) and the large damage shield if it breaks is worth leaving people on the fringes of the AE range out of the heal. The Cleric Alliance is a worthy alternative to the Shaman Alliance for the Ancient Dragon event, though, providing 1821 hit points more per proc (13641 Cleric Alliance - 11820 Shaman Alliance) for only a 10 foot difference in range (50 feet compared to 60, and since everyone is so close for the duration of the event, it's less likely people will be left out but they still might be).

I also agree that any alliance is better than none but the problem is that all the priest alliances block each other, so if a druid decides to cast theirs, it will be a pain for clerics and shamans to replace it after unless the tank clicks it off (and some might not know what to look for or be alert enough to do so). So if you do let druids use alliance on tanks (we don't), make sure they're giving clerics and shamans enough time to recast theirs (and not doing it when only like 5 seconds has gone by without one). Our shamans haven't really had trouble keeping alliance up (except for these past two weeks when they have been busy DoT'ing), but if our clerics got involved with it, it would be easy enough to cover for them without involving druids. I feel bad about that because I like druids but they really got the short end of the stick with the alliance spell due to an awful design choice ;(
