No, to the best of accumulated player knowledge. The item was created by SOE and removed by DBG; read into that what you will. On the other hand, its removal cannot be described as a "nerf" in any gaming sense. Design intentions are something to which I must yield to devs.

Hmm I need to know this so I'll almost ask one of Zam's questions: Does the item come from an NPC? Whether dropped or through some quest, but not limited to that
