Vehicle Hacking Potentially a Go ( In the future )

So if vehicle hacking will be a thing again: Yay. Now I can steal magriders and make a tower out of them and fly that tower over a mountain.
Also to the sunderer problem:

When a sunderer is empty and not deployed the normal rules should apply. (Except maybe it can't deploy)
When a sunderer is deployed only a virus can be inserted which either makes the spawntimer longer or deactivates the option to spawn for a certain amount of time.
