Even a 3 level difference can make a lower level enchanter useless in HAs except for slows. This has been like this for two expansions and people are just noticing now? The problem always has been that lower levels cannot contribute equally to higher groups. (And now with all the un-mezzables in open zones, chanters can't do anything, anywhere.)
