Freezing Breath is not freezing at all if the the Dominance ain't high. It looks more like blowing a candle.

Conversely it's always odd to me when my fire, ice or electric toons take damage from said fire, ice or electricity. I get that it would unbalance things to give a blanket immunity but it's still hard to take when my electric toon gets zapped in say the lighthouse while he's actively surrounded by electricity.
