Is everybody technically capable of DPS?

sure in some cases but as I've learnt ppl like to think their way is the "and all be all" ways and stick to it.

He's saying some people are bad now. Also, some people just don't have any desire to even play dps, so it might be theoretically possible for them to be or get good at it, for all intents and purposes they can not. You can split hairs of course and say they can technically, but that's just arguing for fun. However, I would argue that someone with 5000ms ping will most likely never be able to be a good dps, assuming their connection doesn't change.
