Against tanks I think you are better off using the crossbow with explosive bolts. The explosive bolts are also better against infantry despite their slow velocity and high drop (the crossbow can potentially kill with a headshot and the second shot being pure splash damage). Though the explosive bolts don't do NEARLY the damage the Anti-MAX Rifle does to MAXs (not to mention the range).

Thing is, against MAXs it is stupidly powerful and making it "more rounded" without that sharp trade off would make it a "must have" weapon for every engineer just like the AV turret (which is better at ranged AI than even the AI turret) and we really don't want a repeat of that monstrosity.
