Exploit or Legit Tactic???

First bacon placed > people drop > bacon destroyed > SL is switched so another bacon can be placed.

Now correct me if im wrong but the people who dropped on the first bacon CANNOT drop on the second bacon until cooldown is up...... Meaning its no different than if you didn't destroy the first bacon they still have the same amount of time between drops.

I believe you are correct.

A potential fix for the bacon spam: Tie the bacon placement cooldown to the squad itself, rather than the individual placing it. Simply adapt the drop timer to the cert-level of the individual that placed it.
