PST player here, I learned to find a guild that plays Sunday Monday and do they best I can with a 730 raid time start. Its not ideal but I am unaware of any PST groups in years. Even when guild leaders live in PST its easier to be EST just because that's where a lot of people are.
It's more about the time. It's easier to start pacific folks at 4 or 5 pm than it is to start east coasters at 10 or 11 pm. You're basically asking east coasters to play until after midnight when they have work the next day. This game does not have the population to support a guild of only pacific / APAC / AUS+NZ players.
After Hours on Tunare raids 8pm pacific time friday/saturday. Beware, half the raid force is drunk or high at any given time though.
