Duplicate Necro Proclamation For Blood lvl 120

    The necro spell proclamation for blood, lvl 120 is proccing spell boosts to spells lvl 115 and below and not lvl 120 and below. Hopefully this is an issue/bug which will be resolved soon by upping the spell to proc 120 and below as it has always been brought to the current lvl/spellcap.
