Fixed Internally Necro - 120 spell Proclamation for Blood procs previous version of Chaotic Power X

    This is a spell change so it falls on Aristo who is notoriously slow or to busy to get to stuff like this. Most of the other level cap issues where AA related.

    But it does boggle the mind to think this has sat for 5 months. If Aristo is to busy have someone else change one field for Chaotic Power X increasing the cap from 115 to 120 and its fixed. No need to create a new spell and all the work that entails to enter and attach to things.

    this sucks not being able to get max DPS on my 115 and over spells....

    While a bug for sure one has to assume its purposeful at this point and something left as is until other dials are moved.
