Overseer has added a cap to the quest you can do. That cap is 10 quest. These the quest are counted when you complete them vs when you start them. This could cause problems and I will post more once I test out my thoughts. I do not think this is going to change the plan to level level slowly and get agents 1st. This will cause problem with people that like to spend money to finish quicker as it limits what you can complete
