Was the T.O. Morrow Bounties supposed to be impossible to defeat solo?

I’m playing them for role play/ character canon reasons and the fact that I’ve never experienced villain sides story and I want to do them in order. She will be my only character I do that on, on that side. It’s still kind of weird tho that I can’t complete the bounties solo even above Cr with arts and good amount of SP. I might get a group together to get them done so the quest just don’t sit there in my journal.
