Earlier I both some Shim'tar gear on the Quark vendor, with max level CR222. My CR was CR256. However the gear inside was actually 212 item level. The Avatar Bombardier gear however scales properly and is indeed CR222 at max level. Not sure if the max level should be changed for Shim'tar or whether it is scaling wrong but thought I'd post this bug either way.
