Noticed something about fire recently

Are you using Block? While I'm not an experienced Fire Tank by any means, my understanding is that the Fire buff causes you to gain additional restoration while not blocking, so out of combat you're guaranteed that bonus, but in combat if you're tapping block for skull attacks or whatnot, that could be stripping your Fire buff, which then causes those in-combat heals to be weaker.
