The fact it was removed from the loot table was a mistake. Daybreak stated this in the old forums but those archives are long gone now. I don't see the huge problem with adding back the dual wield cleavers where they originally dropped. It doesn't require whole content to get reworked. Daybreak has shown it can add or remove things from the loot table on the fly.

That seems plausible. Jonathan Crane spreads fear; he's not known for going around hacking up people.

And DC wants to sell toys to kids. Toys that hack up other toys may not be what they're looking for. Or in whatever use DC wants to make for Scarecrow, I can see them not wanting him to seem like a serial killer, rather than a fear-monger.

So that seems a reasonable perspective to me. Thanks for elaborating.
