Why is the game being limited by CPU but only shows <25% usage?

    Just wondering why the game's framerates are showing as being bottlenecked by CPU, yet my systems total cpu utilization never exceeds 30%.

    Is it because the game can only use one core or something? I see it's maxing out core 0 but the other cpu cores don't get used much.
