Current Lib is a fine bomber. Does it need some tweaking? Yes, that's why it's on deck for an update. We don't need a new replacement bomber.

Dedicated AV aircraft will be awesome, but Bomber is just an excuse for xXxHardcorePROKiller007xXx type of players to spam HE at spawn rooms that's hard for ground vehicles to reach.

Restrict bomb release to a single payload drop then require a reload back at a facility maybe?
