Steps to repro: Launch game, hang in warpgate or some other high framerate area. Alt+F or otherwise display your framerate. Bring up Settings > Graphics. Observe: FPS will be above your monitor refresh rate. Vertical sync checkbox is checked. Next, uncheck then recheck the Vsync setting. Framerate will drop to refresh rate of monitor. Restart client. The vsync checkbox will remain check but client will behave as if it's not checked.
