This might be considered OP, but what about this? Allow the current cloak its duration (maybe lower it a bit) and allow Infis to fire from that cloak, but if you fire no matter what position you're in your character shimmers as if sprinting at full speed. Then they add a new long duration cloak that you can't fire from. It isn't like the cloak is hard to see anyway, so it doesn't seem like too big of a deal compared to the LA's ability to shoot me from every which angle. Oh and keep the cloak/de-cloak sound on the one you can fire from.
