I mean...you're using one anecdote to say a weapon is overpowered. Even with shield on, aim is a factor, and you can strafe. Not trying to troll, but based on your posts, I'm concluding you're just bad.

I'm sharing one anecdote, there are many others. I haven't fully reached any conclusion about OP. I think after discussion the targets latency combined with the LOS situation is the most likely reason.

While aim can be a factor it really wasn't here. Both had overshields on slowing us down, and both were using ADS which slowed us further. I had the drop so ample time to aim. For my skills at least (no, I'm not bad..no offense taken either) we were essentially stationary despite both of us strafing.
