Anyone know exactly what each perk does for this? I cannot find any hard data about these certs. Most certs tell you exactly what they do (ie. increase from .4% -> 5%) but not this tool. Right now considering dumping certs into it because it's saved my life few times but it's range at lvl 1 is limited, the refresh rate is slow, 2 shots, and it only lasts 20 seconds which is pretty bad. Actual numbers would be nice and or just thoughts from anyone who was in beta or live actually certed this thing to level 5. From readin around, not sure anyones ever done that due to the absurb cert costs and also there is things to cert into that are far far better.
I have it certed up to rank 3, the range and duration increased noticeably compared with rank 1, but I don't know any numbers either.
