Here is a suggestion, take the lowest populated server and copy every character off of it to another server. Give other players the opportunity to copy a cha onto it. Then, before a patch goes live on the main server, announce that it is on the test server, so people can give it a try out. If all is good, move to the main server, or patch the test server and try again.
