These come as a huge and welcome surprise. For those of less technical mindset:

Refire rate is time between melee swings. Standard knives in wielded mode swing faster now. Power knives swing slower, but it is to be expected. In return, individual hits should be much easier to hit.

Sprint and Ability Block Override probably refer to the delay before you can sprint or cloak after you have swung the knife.

When you perform a quick melee, your knife automatically strikes one target in a wide arc in front of you.

When you perform a wielded knife attack, your knife functions like a gun, and fires an invisible bullet that travels at 13 m/s.

That bullet exists for "Projectile Lifespan" amount of time, so increasing that value from 0.1 second to 0.12 second will effectively boost the maximum range from 1.3 meters to 1.56 meters.

Keep in mind that range is relative to the position you "fired" the bullet from, so if the enemy is running away, he will still be harder to hit, but it should be much easier to hit an enemy if he's just backpedalling from you.

Firing delay refers to the delay between that invisible bullet is fired after you clicked "Fire". Reducing that delay is going to make knives much more responsive.

Finally, power knives use the same "wide arc" method of hit detection when used in quick melee attacks, and swing faster. Probably not as fast as standard knives, but regardless should make them more reliable finishers in frantic gunfight gone melee.

Overall, this is a solid set of changes, for once DBG did exactly what was needed, not more, not less. I'm impressed.

TL;DR AT LEAST 20% effective range buff, and overall it should be more responsive and convenient, and less clunky.
