[Suggestion] Make a BR16+ version of Koltyr available when pops are low

    This would make the game more enjoyable during early morning play sessions, even if it's just a temporary solution until something better can be implemented.

    That would just exacerbate the issue of low populations by sectioning off more population.

    Perhaps some kind of XP boost for playing on Koltry then? And no alerts, in order to prevent the typical dead continent ghost capping.
