Launchpad Shell Installing Updates

Well, this seems to just about sum up what is happening to me. Occasionally when I launch the game, via steam shortcut or directly, I get this Launchpad Shell Installing Updates, the progress bar doesn't seem to go all the way, then nothing exciting happens and the launchpad loads as normal. Third or fourth time this has happened; is it important?

Similar thing has happened before, but it got fixed by itself. This one is persistent. For me, It all begins with switching accounts.

ANd i cannot download ps2setup from main site! It is impossiible to download!

SO what have you did developers?
I taked a VPN and i can loading. I am disconeting from VPN and take back my IP. IAfter that i cannot again to connect!
What is this?!??
