Depends on the vehicle. For lightnings its pretty nifty to say the least. Remember it puts down smoke, it doesn't just break locks. I use it on my Lightning with a Thermal'd Viper and that can wreck some peoples' day real quick if used properly.
For lightnings? Nope. I run it and the recharge is so short that I almost never get hit by lockons since all it takes is smoke and a quick duck out of LOS for the smoke to be off cooldown
