Fire rate tied to FPS in game

    Explanation:
    when you are firing any infantry weapon at low fps - you are shooting slower than its theoretical rpm
    how it works:
    the higher the weapons rpm, the more it is affected by this glitch
    for example, at 60 fps the lynx will shoot from 750 to 800 rpm apprx
    a 600 or a 500rpm weapon will barely get any rpm loss due to this glitch.
    how to reproduce:
    either at low fps areas, or at high scale fights, while high scale fights get the rpm to even lower values at the same FPS count.
    Ways to prevent:
    none
    First discovered:
    years ago when a fix was implemented to counter weapons firing at higher rpm at lower fps.
    Suspicion:
    the fix was a lazy one that just changed the values without doing anything
    Vehicles:
    none, this doesnt affect any vehicle rpm to fps values.
    Mitigation:
    none.
