Continents that open after an alert ends, are being indicated as having 1000/1000 "Bastion Fleet Carrier Support", despite having only just opened (and thus, no BFCs have generated any points yet). This is causing alerts to be able to trigger much sooner than intended, due to Empire Strength being incorrectly bumped up from the beginning, even when no BFCs have been spawned on the newly opened continent.
