increase the cone of fire for all weapons substantially, Particularly effective against burster maxes. Somehow make each shot count as 2 fired, decreasing ammo capacity by half when active. (Makes sense, since vanu weapons run off batteries) increase damage armor debuff by 5% instead of 10%
