Buff their min damage to 230 so you can kill NW infantry in 1 headshot + 3 bodyshot, instead of dealing 990 damage.
Its not just battlerifles, nanoweave screws up pretty much all semi-auto weapons. Few more bullets to kill hardly means anthing to automatic weapons, but with semi-auto weapons its make a huge difference because of the significantly slower rate of fire. If you ask me all semi-auto weapons should be unaffected by nanoweave, they already have longer TTK than most automatic weapons, so there's no need to make it even longer with nanoweave.
