Please tell me there is a portal to WL/Skyshrine

How come there is a level 90 (adventure) requirement to use the banner? I'm asking because I have low level adventurers that I harvest on and would like to take the "short cut" to SS, then zone out to Alivan and be right by the Tears of Tunare. But I can't due to the level requirement.
Now don't get me wrong, I don't always harvest on them, but sometimes it's kind of exciting to just mob-dodge and see how much you can harvest etc lol, in that spirit of the game, how come I can't use the banner on those toons?

(just giving a bit more info/chatter - I did take the long way around there, but not sure what was the reasoning for the level req., I actually harvest on different toons depending on my mood (but mostly on level 92 toons is my preferred method especially for WL).)
