Here is a little Answer from Caith Yesterday for this Story or Bug: Give it a look again, the race condition that prevented it from loading on player zone is in a place that cannot be pushed without a full patch downtime, so the fix was piggybacking off of something that may not have been present on all characters.A new location was pushed this afternoon.
