I have been checking on this character for forever, he drops the last piece I need for the Breakdown in Communication chain of quests. I know he also grants access to Tacvi, and maybe that is why he is so rare or he gets farmed so much that he is rarely up. Maybe the Shard of Dark Matter Texvu could be placed on another mob in the zone for those of us that don't care about accessing Tacvi right now.
