My guess is still need progression to request raid but does anyone know if the 85/15 requirements gone? Would be nice for people wanting to finish shawl augs and guilds not having to backflag.
No, don't think VoA is unlocked either. This expansion may have unlocked UF or HoT raid requirements. There was some debate over whether UF was fully unlocked previously or not.
VOA zones are open, but raids require completing whatever was required before, at least that is my understanding.
