It'll run EQ just fine. 140 bucks seems fair if it was Canadian Pesos, not sure about Freedom Dollars.
Yes it will run EQ. You might be able to get more current hardware for $140, however; 3rd gen i5 means it's 2012 vintage. I would distrust the battery if it's still the original and that old, but usually it can be replaced.
It will run EQ without much if any issues. You will be very unhappy with 1366x768 resolution though. Suggest a external monitor with 1600x900 minimum. 1920x1200 is however the sweet spot, not many monitors support that resolution though.
