They copied and pasted last years anniversary message and forgot to take out the heroic characters part. They fixed it so that messaged doesn't appear anymore, so this is no longer a bug.
Not a bug! They never said you would get a heroic char for this years anniversary, you just saw an old alert for last year, which was only up for a few hours. In yesterdays announcement it said clearly what we would be recieving for this years anniversary, it was also confirmed that we would not be getting an heroic char this year.
