Are you saying it is now asking you to to complete the two-step verification process or you already have that on the account and need to add a second phone number? If this is the first time it has asked you for it and you did not set it up then it is similar to when there were problems with this in Dec 2017& Feb 2017 and June 2018 and other dates. At that time it was a system issue that was corrected. If you are trying to modify your previous set up 2 Step then a petition might be better.
