You're the one making assumptions. If you had read the other thread where that same poster talked about this, he requested it with a 98 and then taskadded a higher level character. The moment a higher level character is added to a heroic adventure, the NPCs level increases. You can't request a low level one then add a higher level person like on some random task. That guy didn't understand how they work.
It would be nice though if it did work that way though, lower exp for the 110, but at least the other chars are able to take part. The best part with LDON was being able to choose a hard or normal version.
To be fair, you couldn't request a gimped version of LDoN. You requested the normal one, or the one for +5 level range higher. The hard versions were just a higher level version.
