Elven Guard is probably your best bet. Wudan & Retaliation/Bellum have fallen inactive. Ascending Dawn has a few people. Mellyn is around. There isn't much to choose from but it's not crowded.
Last time I popped in the Wudan people had split to two guilds: Syntax and Brotank Bros, as I recall. Syntax seemed to have most of the regulars, but I think Fanikben (i.e. Elite) was in Brotank? I'd be surprised if the people carrying the AsD tag are real figures from the long-term AsD leadership of yesteryear, but I'm not installed right now so no way to check. Elven Guard did seem to have people at various levels. Expect to be pretty lonely from 90-105, and only slightly less lonely when you get into PvP range at 106.
It's a ghost town, Xegony has the highest population there are also other servers with a good culture for returning players.
