Assuming you have no active quests... ...when you start a new quest, no agents will appear in the Quest Party part of the Active Quests tab for that quest as it counts down. The agents will appear if you close the Overseer window and reopen or if you add a second new quest to the Active Quests. [Note: when the quest completes, the agents in the Quest Party do appear] So this appears to be a purely visual bug in the Overseer interface and not actual something that is affecting the game play. As far as I can tell, this started after the November update. P.S. This does not seem to be the old issue where the agents in an active quest disappear and therefore you often fail the quest. I have not failed any of these visual bug quests (yet).
It looks more like just a desync to me, desipte the first active quest highlighted and displaying in the top, it may not actually be selected. Click it and the party fills out. Not sure whats triggering when the second quest is started. Collect all quests. Start only one new quest. Click to Active Quests tab. Click the quest just started to select it.
