In the scenario that I discovered this, I was attempting to add "D'Vinn" to the Steal the Light quest. I have I have 3 total Ambassador D'Vinn agents. When I first attempted, 2 were incapacitated and one was ready. I had to use DB Funds to get both of the 2 incapacitated agents back before I could actually use the ready agent.
Not a bug Ambassador Dvinn is a an Elite Iconic Agent Any Agent marked as Iconic or higher status cannot be used if one is incapacitated, only agents below the Iconic status allow thatL 1.Common 2. Uncommon 3. Iconic 4. Uncommon Iconic 5. Rare Iconic 6. Elite Iconic Iconic Agents can only be used one at a time. Thus, even if you have (5) of the same Iconic Agents, when you use (1) of them on a Quest, the other (4) become unusable (the others cannot be sent out on a Quest, at the same time one of them is already on a Quest). In fact, if one becomes "Incapacitated" -- they all are! Think of Iconic Agents like "Lore Equipped" for items in the game. You can possess more than one of them, but you can only use (equip) one of them at a time!
You can only use one iconic agent...multiple copies do absolutely nothing for you unless you're going to convert/retire them. If an iconic agent is out of action for any reason, all other copies are out of action as well...except to be used for conversion/retirement. Not a bug.
