Because they're not designed to be retired or acquired through conversion since they're for sale in the marketplace.
Correct...they want you to get the new agents either via the Recruitment tasks or by buying them. They don't want people getting them by simple conversions/retirements.
Still can't grind down my extra Solusek Ros for overseer exp or 2xRare agents at least the extra commons, uncommons and rare can be converted.
Just be happy you got a xtra elite. Ive only seen the quest once on my five accounts pretty annoying.
