Took out the type 7 aug from my Latent piece, there was no type 13 aug in it... placed the now empty Latent part in the Ethereal Attuner along with the manifested bit I had just purchased and when I hit combine I get a message: "you must remove augments from all component items before you attempt to combine" I tried camping out and back but that did not solve it either.
