I've read tons of posts on this from 5-8 years ago but nothing recent. Just started happening to me after a disconnection. Can't get past the launcher.
Update: I had to do the steps this young man uses on H1Z1 control panel->network and internet->internet options->connections tab->lan settings-> uncheck use proxy server for your LAN I set it back after playing.
