I'm not sure what to call this, and it's been in the game for a while at least for me. Usually the situation is one where you're getting hit with a heavy DoT, raid events like EOK's Ancient Dragon or TBL's Moonserf of Harmonious Heavens from the flying serpent for example. You fall over unconscious and I guess get healed back up. However your UI is messed up, in that you can type but not click any buttons or press any hotkeys that activate stuff. Similar to when you're dead - you can type but you can't press buttons. I suppose the "death" lockdown is, on occasion, not being removed from the UI when you get healed. Sometimes /load default works to fix this, but sometimes it doesn't and you have to camp to reset it. If there's already an issuetracker ticket can someone link it? Cheers.
