I messed up the quest, got -2000 faction and now cant repeat/speak with the NPC. Is there a better way to gain faction other than just killing mobs in Mesa?

Costica can be charmed. If you're able or have a guildie/friend/box that can, you can do your hails while he's charmed. Mez Devan and their guards if it matters. I have a throwaway heroic chanter on a box for chanter-y crap. Sneaking behind him works too if you can, although you have to work around Davan and it might be tricky if their guards are up (kiil them and zone out/back in if you need to). Personally, I think the -2000 faction hit should be eliminated or at least occur after completing all of Devan and Costica's quests. I don't think the code supports a faction hit dependent on completing two quest lines, but they're on the same achievement so maybe that's a route. (Edited - Devan's tasks would already be done if you got the faction hit so I made it specific to Costica.)
