Too late to get a Heroic char?

If I get the All Access today(18th) can I still get a Heroic char?

There was a wrong text-string that advertised a free heroic char, I don't think that offer stands. It was a leftover from 21st anniversary.
You can still buy a heroic char upgrade though.

You actually don't need All-Access to buy Heroic Characters, pretty sure even F2P can buy them and there is no time limit on them just a server limit, as in you can't buy them on TLP until CoTF is unlocked.

You do need to be all-access to get the 22nd Anniversary bonuses though.

I guess maybe he will play on Miragul.

Mentioning Miragul is a great point, anyone can get a/all the free Heroic character(s) they will ever want by creating it/them on Miragul.
