Equipping this an an all access account and getting only 2 ac and a small amount of the other stats. It also doesn't show in the find window if you search for Augmentations and narrow it down by AC, HP, Mana. Once it is augmented into an item it shows and it shows 2 AC on a level 110 character. I just remembered it shows more as you do more quests and missions. It should show what you would get out of it without costing plat to move other augments or destroy them and find out you have to expense more plat to remove it and put another augment back in.
Unfortunately that's the way stats show for all augs that work similar to the stone of the landing. The adventurer's stone from ldon is the same way as is the artisan's prize aug. All 3 show the max stats until it is equipped and then it gives you what you should get based on which of the requirements you meet. I suspect it is a limitation of the way the game recognizes the flags your character has (whether that is RoF progression, ldon completions, or 300+ tradeskill progression).
Stone of the Landing functions like charms; you have to meet some sort of requirement to increase its power. If you go to the bottom of the item window for the augment, it should say: Increases in power as your complete more quests and missions in Tier 1 and Tier 2 Rain of Fear zones.
